Anyone can receive both levels.  Level 2  of the Teacher Manual also confers right to pass to others if you are a Reiki or Seichim Master.
 
Dear Cosmic Goddess Empowerments students, you, within your body, have made choices, grown, and navigated life's decisions. Your priorities may not always align with what your higher self would choose. Many Cosmic Goddess Empowerments students  are reaching for their higher selves, often seen as having superior insight. However, this perspective stems from a previous set of instructions granted at Cosmic Goddess Empowerments students incarnation. 
 
While Cosmic Goddess Empowerments students higher self's directive may lean towards alignment with the Source, it doesn't always mirror your present priorities or experiences.
 
Cosmic Goddess Empowerments students, your higher self operates from instructions set at your soul's inception, potentially differing from your current path. While some view the higher self as possessing untapped divine abilities, this perception can lead to giving away personal power. True spiritual maturity lies in recognizing your sovereignty to drive your life, in harmony with Eternal Sacred Source, not necessarily in alignment with your original soul contract.
 
Your higher self, comprised of all your soul parts, reflects your life's experiences, distinct from your present self. It was likely determined to keep you on a predetermined path. Now that alignment between your higher self and your present self is achieved, it's time to elevate, aligning with Divine Will in each moment.
